I thought deleting pipeline.cache does this? Or no? Is this a different type of visual cache?

It deletes pipeline.cache file and DXCACHE folder's contents.

My DXCACHE folder is always empty? Even after playing the game for a few hours, the folder is empty? It used to have files in it, which I deleted in the past with every texture mod added, but now..nothing?

If you have Nvidia card there are two DXCACHE folders.  If the game rebuilds shader cache there should be files in one of them.

Yeah, I just realised that after the last driver update, the DXCACHE folder is now located in AppData/LocalLow/PerDriverVersion/DXCACHE

would you recommend do this for each new driver install? how about game updates?

Driver installs will do that on their own (make sure you Clean install always).
For game updates i would certainly do it each time, especially because that means all the mods we use also need updating.

I think it's funny that I've done maybe one clean driver install since I built my PC and I've had no issues whatsoever. I'm just too lazy to remember what changes I've made in the Nvidia settings, to be honest. (Not saying it isn't good practice or advice, just that I've never had any issues personally.)
