THIS WORKS BEAUTIFULLY (tested in New Atlantis TODAY)!
1) Copy ONLY the allshipvendorparts.bat file to: steam/steamapps/common/starfield (the same folder that has the starfield.ini and EXE file) not sure where GOG or Epic has their Starfield folders/files, sorry, but I'm almost positive it works the same.
2) Talk to the New Atlantis tech, then, WHILE IN CONVERSATIN, I repeat, talk to the dude first, which, after what can I do for you, brings up the SALE, REPAIR, and MODIFY options, click on NOTHING yet, then tilde open the console, you get that warning, tilde exit the console, click OK, tilde open the console AGAIN, then click on the vender (click directly on his face: the text should read NPC_ Blah Blah something if you did this right, then type bat allshipvendorparts into the console, hit ENTER, the console should start generating a parts list, (woohoo, this is how you know you did it all right), then tilde EXIT CONSOLE, then click VIEW AND MODIFY MY SHIPS:
BOOM! Done! Works!

Now I don't have to fly around to 10 different vendors if I want to change things up!
After exiting and immediately reentering dialogue with the vendor all the parts were still there. 1) Not sure if parts generate AFTER I leave the area, or system, but repeating the process is a snap. 2) Not tested with any other vendors, but I am guessing that following this same procedure should work with other ship vendors and techs.
I did everything exactly and he doesn't sell anything new, I clicked on his NPC id and I saw the keywords added in the console, but he sells nothing new.
1) where did you put the batch file? 2) you opened console and typed in bat allshipvendorparts? 3) Steam, Epic or... different? 4) are you in New Atlantis?
as of April 25 2024 it does not work tried standing infront of the npc, opening the trade menu (build ship) as well as once in the build ship page. nothing worked
how do i install script extender when the steam staus on my game is impossible to see on computers? how to know whether i can install script extender , the gameis wearing off at apace.
mod not working at where it states it works for me , i can stand on my head . also script extender wont install on my system locking me out much of nexus content
Thank you for sharing, but this is not new, the same batch file has been posted several times in the past. And with the advent of xEdit modding has moved away from batch files in general, because there are much easier, much better solutions.

nothing worked
sometimes there are enviromental thing cover the npc ie fogs (yes multiple is common)
I recommend Ultimate Shipyards Unlocked because it lets you decide just how cheaty you want to be.
