    Yesterday, I started my NG+4 and attempted this quest again, which frustrated me once more. However, I've recently been creating mods and decided to see if I could provide a fairer solution for it. My first step is always to check if someone has already addressed this issue. To my surprise, I found this excellent mod.


    Would you mind if I opened the mod to see if I could incorporate Morte78's previous claim strategy as one more choice? I could add it directly to this file or create a separate optional file for the solution.


    Here's what I'm considering:


    - Request a copy of the charter from the captain.
    - Travel to Earth to obtain the original document.
    - Present the original document at UC headquarters to demonstrate that Paradiso qualifies as a UC world under the charter.
    - Return to the Board with a UC patrol for support and renegotiate the agreement.
    - Start the discussion with a statement similar to Elenaas': "Thank you for enhancing our property. Additionally, you haven't been paying rent for using our land for the past 165 years; we will send you the bill once we properly assess your usage."
    - Consider including a UC Judge Advocate as part of the delegation.
    -Perhaps add Negotiation, Diplomacy and Persuasion Skill dialogue choices that if failed can still lead to permanent, messy removal of board members?

      Proving the prior claim is exactly what I wanted with this one.  I actually tried going to UC headquarters while doing this quests hoping for something on file.  I was hoping to end up giving the board an ultimatum that they need to relocate, at their own cost of course, or stay and work for the colonist.

      This sounds amazing.

      BUT: the Oaradiso board would be terrified of being swallowed by the UC considering how often they declare their independence, and the UC would likely be concerned that taking another Star system would upset Freestar. After all, that kind of thing started the last war.

      This essentially has “major interstellar politics cluster f*#£ all over it.

      The board might accept a compromise, letting the colonist settle the far side of the planet, to keep their much loved independence and UC would probably be happy to let them to maintain peace with Freestar. Freestar likewise wouldn’t want the UC claiming another system… so it really is the best answer for everyone accept the colonists who want the entire planet.

      I believe the colonist captain already asks you to start negotiations at “we want the whole planet” but acknowledges the probable need for compromise.

      Isn't this charter invalid because according to the peace treaty, neither major polity is allowed to claim any planets outside of their respective three systems?

      But the charter existed PRIOR to the Peace Treaty, therefore the planet would belong to the Colonists and not actually be UC or Freestar, instead being an independent entity. They could be wooed for membership by either star nation.
      Heck-fire, Uncle Jed!! This could startup a whole new war!!

      The Claim was made before the treaty and its war.
      But instaid of only going to the UC, we could always opt to visit the FS and Va'ruun Embassy and get their aproval as well.
      And if we walk into their offices wearing a crimson fleet helmet, eclipse armor and va'ruun zealots pack with the deed they wouldnt be able to deny the claim seeing they all use and fear all of those forces.

      But my option/choise would be to treaten them with one of the less reputable factions, Spacers, Crimson, Eclipse, Ryujin, Va'ruun Zealots :P
      [Treaten: well it would be a pitty, if someone put a large bounty of 9 million on each of your heads, wouldn't it?].

      But before doing anything, i would tell the colonist that if i help them they should give me the penthouse in the hotel, and a beach front property for a 1 time price (no more rent) i'm not unreasonable, so 9 million would be a healthy invest for them as well to get themselfs sorted out on their new planet :D
      Oh and a seat on their board offcourse :D

    Thanks for this. I just used this to subdue the board with EM weapons, and put them in the brig on my ship, and let the ECS Constant know they could take over the planet. Two of the board members disappeared from my brig later, but the chairman is still there :) I also had a bounty from Paradisio which I paid off at a terminal. My role playing scenario is that I work for the UC and the UC would not condone their behavior so I plan to turn the chairman over to the authorities on Jemison and have him tried for crimes against humanity :D

    I hated this quest in the vanilla game so I commend you for offering an alternate way to complete it

    I was surprised it was so smoothly integrated, with correct (repurposes) voice acting it felt very natural part of the game!
    Very well done!

    I can't stop laughing. I did this while I had a pet terrormorph from another mod. Wrapped up the rest of my Paradisio quests while I let him have his fun. I have no regrets.

    Another option would be persuasion with a healthy dose of intimidation - offer to purchase paradiso (lie / bluff about your net wealth), then after a couple of successful first steps, intimidate by reminding them that they have no protection from anyone, and that you are armed and dangerous.  No one is killed, you play lawman / judge, upholding the prior claim..

    This lines up with the Freestar Ranger and the Vanguard / Crimson Fleet quests, using the kind of persuasions that are used there.

    It always seemed like this quest hinted at being able to find the original record of the settlers on the ECS constant having a claim to the planet.  I felt like there should have been an option to go to New Atlantis and find the ECS Constant claim in some sort of manual archive that never got digitized or something and then negotiating a settlement between the two factions.

      Indeed. Why do the Settlers not have their own Original Colony Charter?

      Makes you wonder that Bethesda didn't include any of the options that would equate with taking the piss out of the big corporation. Reasonably, the settlers could just say, "Thank you for improving our property. Oh, and by the way, you haven't been paying rent for using our land these last 165 years, we'll send you the bill just as soon as we have made a proper assessment of your usage."

      I agree, this should have been an option.  Who knows, it might end up in Creations...

      That, or... we're an explorers group. Let us scout a suitable world for them to jump to and help them get their feet under themselves, harvesting resources they need from outposts on other worlds and delivering them; otherwise working alongside them as their colony grows.

      My problem with current day Bethesda is how lazy and not going a flying copter they are when writing their quest. I mean... all the randomly generated 'go here to pick up x/kill y' radiant quest aside. Both 'First Contact' and 'Failure to Communicate' could both have developed into a its own proper questlines similar to what they did back in Bloodmoon expansion for Morrowind where you can do follow up quest to further help the original quest givers and having them progressively build into new settlement.

      But no, Toady Coward decided throwing out a quick and convenient 'solution' and then curtain call is good enough.

      I think Bethesda simply doesn't want anyone to get the idea that fighting 'the man' should become an option, even in a game.

      They obviously cut a ton from this quest as there are several instances where NPCs will make reference to conversations you never had with them, specifically if you go the route of buying the grav drive. This mission pissed me off so badly I've only done it once and just ignore it so i never did the other options.

      The settlers have a Statute that was registered according to all the rules on Earth before departure. You can find out about him in a dialogue with the captain. Only this argument cannot be used in any way in a dialogue with the owners of the hotel, even when you talk to them about the charter.

      Totally agree, the ECS Constant encounter with a good (or chaotic good if eating the rich ...) ending would be a great way to introduce (and give purpose) to settlement building. Hey, perhaps one day we may hope for a Sim Settlements (ala Fallout 4) mod come along.

      It seems that the UC was created by EarthGov and as such the Colonist Charter would have been preserved as part of the founding of the UC.  The option to "Locate Proof" would have been a great story line.

    I'd like to be able to buy and give the new grav drive to the ECS Constant, and also kill Mr. CEO C*nt and his corporate pricks, is that possible with this mod?

    When I played this quest, I was like "Ok, I'm going to make my first mod to fix this." My friend, you did it for me :) I can't believe our character can join the Crimson Fleet and Neon street gangs and then have no option for any single anti-corporate thought to even occur to them in this moment.
