NOTE: The textures aren´t amazing on a 4GB card even after forcing some texture budget - that´s to be expected, and they´re a lot better than the virtually untextured surfaces with default settings. I hope it helps you too.
This problem is very severe on my lowly 4GB gpu and plagued Avatar too, that wasn´t fixed. I don´t expect this to be fixed either, even though a simple change to a CFG file seems to at least allow textures to have a little space to exist in VRAM. There´s definitely some issue with these two recent Massive titles.
I´ve played with other numbers higher than 512, if you want to experiment it does seem to help using higher numbers up to 2048 on my card seemed to help.
CRASHING - I have had CTD (crash to desktop) when using 1024 and above on my lowly 4GB card, but it never crashed with 512 and if you´re unsure then use 256 which still visually improves on the default 64.
Everyone should download this so it goes high in the most popular downloads, even if you technically dont use the file. I think most users look there first, I know I do...

The bug that's driving me crazy is the speedster. I steer with WASD. Yeah, it's clumsy but no worse that Cyberpunk. The only problem is that the camera view won't remain "over the shoulder" it keeps falling down and goes underground or underwater. Impossible to drive a bike from under the "tires." Have you seen that? Or is it my set up?
Hey man, I just arrived to the desert planet and I have noticed that while driving the speeder, the ground textures are super low res and don't load unless you stop. Is this a different issue? I am using 1024 as you adviced me in the previous post although I have seen the same issue with the default 64.
Finally someone mentions it. It is literally disgusting. No way to fix it after hours of trying. You can make it worse by setting ["terrain texture lod"] to its lowest accepted value, 50. It is 400 by default, and can't be set any higher.

Streaming seems worse at lower framerates, regardless of load. I play with a 30FPS cap and the bottom image is how my game looks during speeder sections at times. The top image is immediately after I stop moving.
3070ti, 5800X, 32GB RAM, Samsung 980 Pro 2tb M.2 NVMe. 1440p, native TAA, no upscaling, optimized settings that are on the higher side of things, and 30fps cap enforced.
Just jogging or sprinting is enough to trigger a mild form of this terrain texture LOD system. It looks atrocious.

Tatooine is much more VRAM expensive, than the first planet (last patch has worsened the sitation). I have same issue with 10gb VRAM, 1440p DLSS Quality. I tried 2048, 4096, nothing changed. After a short time you need restart the game if you don't want to see Minecraft.
Man its great to see that I am not the only one. This is seriously putting me off. The ground textures are nintendo 64 levels of quality, what the heck were they thinking? I will report it but I am not hopeful that Ubisoft will do something about this. What a shame because the game looks really good in the first planet but this one is completely ruined y this issue and even just by walking textures change their sharpness often, its quite distracting
Btw I am playing on a 4090 with 24GB of Vram so yeah...
I just have a hard time accepting it as a simple VRAM limitation when the game uses the same VRAM on the lowest settings as it does on the highest, and the issue remains on the lowest preset. VRAM usage always seems to hover around 6.8GB.
Even lowering my resolution to the minimum doesn't prevent these streaming issue, it's simply a fact of the game as far as I can tell. I played 25 hours before the latest patch without really noticing this, I noticed it a minor amount but it wasn't literally Star Wars Battlefront 2 PS2 textures. Maybe I just wasn't paying attention.
Removing my 30FPS cap seems to reduce the intensity of the issue, but maybe a placebo. I do recall the Arkham games suffering massive texture and memory streaming issues if you impose a 30fps cap or run with 1/2 rate vsync.
Also, for me, this is not something that appears after an hour. It is immediate, and always present, as soon as you load into the game world.
I know it seems futile, but if this stuff bothers you please report it. The amount of reports they receive for the same issue has a big impact on what gets attention, and many companies operate on the basis that they will not consider a bug report until it has been reported by x amount of users.

I sent them very highly detailed information about the issue, including the specific engine variables I have found to affect it, and though they gave me autoresponse rubbish a few times when I first opened the ticket, I insisted on speaking with a human and they eventually started to seem like they were paying attention.
From what they've told me, it's been relayed to Massive and they are indeed investigating this, but there is no indication yet if it's something we can expect fixed. But they certainly seemed at least interested, and started requesting even more details than those I originally offered.
So time will tell. For now I have put the game down. I seriously hope this is all resolved by at least the time the season pass content arrives, because I did already pay for it despite not really being able to finish the base game. I miss playing it though, it's a great game. The technical trouble is just really disappointing.
Also, it goes without saying, but please make a ticket about it to Ubisoft. Every issue is competing for their attention, and a couple of reports may be the difference between them trying to fix it versus writing it off as a user issue.
You're kidding right? Seriosly...lol. Thanks for the info...so...it was the right solution for the problem...what card do you use if I may ask? I'm on a 4070TI and I set it to 1024. But I'm not 100% sure if thats optimal or enough for longer plays.
Good to know, thank you. So probably people should delete their graphics cfg after the patch and see if it creates a new one with more appropriate settings. Still, if the game patch fixes things and then needs to regenerate the cfg for those things to work - surely the game should do that itself, and delete the shader cache to allow it to be regenerated. Oh well, I guess the devs have reasons for not addressing basic things so that we have to do it for them.
512 should be enough - I tried it with 1024 and I got a 4070TI - works fine for me. Just test it. But I would start with 512 and than go up to 1024 or 2056 if it's not enough.
Question to you: 4090 got how much? 24gb VRAM? Does the blurry / messy textures appear on a 4090 too after playing a while? Oo Thats crazy! lol
Thing is that it of course depends how many RT features are enabled and their quality, so there´s no one number for everyone. 512 should be enough as qciferr suggested. I would try 1024 which should be fine and you could also go up to 2048 and see if it makes any difference.
PS 2056 is not a good number, it would be 2048 or 2560. The maximum the engine accepts is 5120 (5GB)
