I've already tried that but the difference is too minute to be its own mod, its the same beard as the default with little more hair, and the head is the exact same as the default

Sorry as of now transferring files from one game to another is not possible The mod tools aren't yet updated to swap files from one game to another, maybe someone can make it but I'm just a basic modder. Besides if it was possible someone would've already made it by now, only way is to import TLOU2 models yourself is from scratch which requires a lot of time and different modding tools. Once again I'm sorry I cannot do anything about it, I too started modding in order to import TLOU2 files but so far no luck, we can just hope

You don't have to beat the game for this mod to work, it uses the default skins. You need to beat the game for other mods who use Extra skins in order to unlock it.

i'm sorry it's a bit out of topic but how do you make this mod? I've tried to extract the psarc files but i can't seem to open the pak files after that, it's like they are encrypted. Is there any way you could guide me ty.
From what I can see you're trying to edit .pak which you need to do if you're either editing textures or importing custom models (which is difficult for now)
These requirements might change in the future if the mod tools are upgraded, so best ask the TLOU mod community on Discord to stay updated, but here is a quick synopsis.
For custom models:- You need Speclizer's mod tools found on his Patreon (Custom Model Injector), Noesis with AlphaZomega's Plugin to import and view .pak files and export them as .fbx so that Maya (Blender alternative for TLOU) can read it. From there you do your modeling magic and using the Model Injector you import it into the game.
For texture editing:- You need Speclizer's Texture Browser found on his Discord for free and a photo editing software like PAINT.NET which is free or Adobe Photoshop. You edit the textures there and import it using the browser.
For model swapping:- You need Speclizer's Actor Browser found on his Discord for free, you can swap models from there, this is what I use, and using the browser add it into the game.
But once again, I'm no expert, ask the mods on discord or watch Silence Exterminator's guide for Uncharted mods, which is similar to TLOU

Yes I will try, not much I can do in TLOU2 since TLOU1 costumes are already present, now unless the mod tools by then are upgraded and you can swap TLOU1 & TLOU2 files I might only be able to retexture clothing. I've got some ideas but if you've got any feel free to share!
