Hey. For those who are struggling to get this mod working. On the other Debug Menu's discussions are tips how to make it work even with the latest patch. I've noticed that a lot of people struggle to make it work regardless. Here's a tutorial step by step.
1. STEP: Get rid of the old mod if you still have it in the game. If you had it installed via Vortex, uninstall it. If you did it manually, make sure that you copy your original "tlou-i.exe" file back into the main folder to "remove" the mod this way.
After you get rid of it (I uninstalled every mod I had connected to it to have a completely clean game, but you prolly don't have to).
Then, download the "Debug Menu" manually (NOT via Vortex).
When you have it downloaded, you extract it to get the "tlou-i.exe" file. You need to copy it into the Tlou direct folder. Before you do though, make sure you have a copy of the original "tlou-i.exe" from that very folder before you hit "replace". You'll need it if you will want to remove the mod in the future.
2. STEP: Download these two .dll files (it's completely safe, no viruses).
FIRST: https://www.dll-files.com/ffx_fsr2_api_x64.dll.html (download the 0.15MB version)
SECOND: https://www.dll-files.com/ffx_fsr2_api_dx12_x64.dll.htmlWhen you are done, extract the files.
Then, copy both of them into the main Tlou directory folder where you previously replaced the "tlou-i.exe".
Then, run the game and it should work. It works only if you do it manually, because when I did it via Vortex, no mod appeared in the game.
i installed everything into my TLOU installation and can start the game. I dont see any console or Dev Menu. i tried everything to get it working with ~+Ctrl but nothin happen. Can you help me out pls?
Also, if you didn't put the two .dll files into the folder yet, the Dev menu won't work. You have to do all the steps that are in the tutorial right. You will know the Dev menu is active when you see the colorful stats on your screen when the game starts and the main game menu pops up.
Well, this trick with the .dll files should work for the newest version. That's weird. Did you install it manually? No Vortex?
I remember that it didn't work for me either the first time I tried it. So I just uninstalled the game and installed it again so it would be clean off any mods. And then it suddenly worked - when I did it manually, though.
I know this is probably not a solution for everyone but it worked for me.
It's possible that you did something wrong and right now it's acting up thanks to it. I messed up the first time, actually. That's also why I had to do it this way.
Thx for your help! Is there any other solution how to enable dev menu with an DualSense Controller or something like this? With any other keyboard language than english it's not possible for me to open it. ~+Ctrl seems to be an other keycode in for example german keyboard layout than on us keyboards.

I am also based in Europe, I use Czech keyboard and [CTRL] + [~] works fine for me. I wonder why many people have problem with it. I heard that those who can't open it like this, go for [CTRL] + [ ' ] to open the menu. Try this. It's the "apostrophe" key.
Then when you open the menu, remember that the "manual camera" mod is hidden. Don't bother with the "camera" option itself. When you finally open the dev menu, press [1] - not on the numeric keyboard but the one under ESC key. This will open the "hidden" options and there you just go for "manual camera". Just a heads up. Because many people struggle with it.
And sadly, there's no way to open it with DualSense. That's a bummer because it would be a lot easier. Still, thank god we can use a controller to move the camera around. Because I can't imagine operating the mods with just a keyboard. It'd be a pain in the a**!
This is really strange. Is your game legal? Or downloaded? I am not sure if this works with the pirated version of the games. It's maybe the only thing I can think of? I once had a black screen too, but all it took for me was to wait for 2 minutes and then it popped up and everything ran smoothly. I was because I still didn't have my shaders loaded at the time so it was lagging the game.
That's great. Also, (I just found that recently), if you have a German keyboard you still want to use the [CTRL] + [~] to open the menu, just switch your keyboard settings to the US keyboard settings. It worked for me in Tlou part 2 dev menu.

If you're having trouble opening the menu using CTRL + tilde, it's most likely because you're using a European keyboard layout. And although I didn't have the same problem in Part 1, I experienced this issue while modding Part 2.
I'm based in the Czech Republic and normally using the (QWERTZ) layout. Switching my keyboard layout to US (QWERTY) solved the problem for me.
So, if you can see the stats on screen but can't open the menu after launching the game, temporarily change your keyboard layout to US English while modding. You can easily switch back to your preferred layout afterward.
PS.: I haven't tested this yet, so it's a complete guess, but pressing these two buttons might work on a European keyboard. Try it out if you want to avoid changing your keyboard settings -> https://imgur.com/a/RjJrLtn
