Boat can be placed by holding shift and then placing at the middle of the dry dock. Build the 1m horisontal beams at the end that point inwards towards the boat (shown in the pictures @nexusmods) to push the boat into position if it doesn't settle right. These 1m horisontal beams should be removed before placing the boat.
To release the boat into the water, remove the two diagonal 2m beams at the end, leaving the X-shaped beam beneath at the middle. The X-shaped beam will destroy itself and release the boat, using the diagonal beam-section at the land-side to push the boat outwards.
