So, I read the description and I'm just really stupid. Is this meant for dx11 or dx12? And do I need this still if I do enable screen space reflections in game, or not?

to be run using DX12
minimum HBAO+ and SSR High setting. i think you could get away with basic SSAO instead of HBAO+ but the important bit is SSR must be set to high.
The mod can be run with lower settings but there is a strange "bug" where the eyes don't render proper, it looks as if people have cataracts. I made a fix where i basically turned off parts the eyes and restore it to vanilla. I'm hoping the mod author can address it and fix it. His mod also has a bug with toxic face but i don't know how to fix that. I have informed him but he is no longer responding to my DM's :(
So if you can't run your game with those minimum specs the eyes will have the cloudy look and you will need my mod.
this mod in particular yes because it just uses vanilla assets. however the mod that it aims to fix is designed for the DX12 API which is only available for the nextgen version of the game.
Thank you very much for the modification. I just didn't want to enable RT/SSR for the modification to work (because I lose some fps value). Thanks again!
