Original mod had a ton of comments and changes. He may have been working on something else but didn't separate out his projects.
This mod is more lore friendly on my opinion. specially since the first game is about a dude stealing their mutations for his own gain. You can barely do anything with mutations until the end of the game and a quarter through B&W? makes no sense.
However, if someone wanted to make it so that only the first tier is available and then the second tier is available after the quest I think that would be more balanced since you wouldn't have the more OP mutations until later. And have that quest make relevant sense.
noticed i can't actually use the extra skill slots with this, wondering if that was always a side effect of the mod? anything i can do to fix it? edit: i'm stupid, forgot the skill has to match the mutation lol
Had to repackage it though, as it needed a 'base' folder to be put in. So I just downloaded the OG file from here, then replaced its file with yours. This way, I can give credit to the original mod author as well.

I just headcanon it as the Operator beneath Loc Muinne using his wacky Vran magic on Geralt to unlock his inborn abilities.

This command works only to enable, not to unlock
