I like this method more than the other mod method where the video files are turned into garbage data.
Also to completely disable storybook in 4.04 and get a traditional loading bar:
Either change dx12user.settings for DX12 version, or user.settings (or both) if using dx11 and add: [LoadingScreen/Debug] DisableVideos=true
You can technically add it to engine.ini, but that file will get replaced after an update or when verifying files, removing any changes.
The reason it doesn't work for most people is because if you're using the DX12 version, user.settings is ignored (because that one is for the dx11 .exe). You need to edit dx12user.settings for the DX12 version.
@ElementaryLewis i think i'm encountering this issue on my playthrough. had used the same DisableVideos=true and now afther the capping cutscene where vlod should have written the letter to olgierd, quest still points to the capping marker instead of continuing. any idea on how to fix this? have loaded some saves but still during the wedding party. should i load one that is before starting the wedding area?
edit: just to clarify, already removed the DisableVideos=truefrom the user.settings
It seems that is changed in NextGen, didn't work for me . But NOW is working if I edit the engine.ini: \The Witcher 3 Wild Hunt GOTY\bin\config\base\engine.ini Looks like this after i added those lines: [BaseEngine] SectorDataPreallocatedBufferSizeInMB=38 [LoadingScreen/Debug] DisableVideos=true
I think those can't be skipped, because they are part of the loading screen and not scripted. Perhaps I should rename it in the description, the startup movie is called recap in the scripts.

Edit user.settings config file, add this setting: [LoadingScreen/Debug] DisableVideos=true It will auto-skip loading screen videos (which you can also skip by pressing space on a keyboard and square/X on PS4/Xbox controllers respectively).
