All I can recommend is researching how Armor penetration works in Witcher 3. But it basically fixes a bug where the player reaches the armor penetration cap with only 2 Svarog Runes, making the 3rd useless.
Interesting mod, but the installation revealed a bug: on the already improved glyphs and runes ursine equipment for some reason increased the requirements by two levels and removed the witcher gear mark. It would be nice to fix this.
Huh, interesting... I'll take a look at this. This is only effecting the Ursine Steel Sword? Or the whole set?
Edit: Nevermind I've figured it out. It is adding the rarity effect to whatever item it is slotted into. Which causes items to go above witcher rarity. I'll remove the rarity effect until I resolve this issue, thanks for reporting.
After a bit more research, it actually turns out this bug is also present in Vanilla for the Pyerog & Tvarog Runes. They are of Relic Quality and break weapon qualities when you slot them in.
Unfortunately I can't figure out a way to give the runes a quality without also effecting the items they slot into, not without some messy script.
These items are supposed to be exclusively crafted by mages, not blacksmiths. The latter shouldn’t be able to create them. Logically, they should only be obtainable as loot or purchased from a few specialized merchants who deal in magical items. In Novigrad, this absurd situation is even more noticeable. There, they supposedly kill herbalists, yet herbs are openly sold in the Hierarch Square. Additionally, the game generously provides glyphs and runes as loot, so you rarely need to buy or craft them. Could you create a mod that removes these items from blacksmiths’ and armorers’ inventories?
I am working on an entire economy overhaul which would address this issue, it is however very far from completion. Witcher 3's economy is an absolute mess and a lot needs changing.
I never understood why it all cost so much, sometimes I would get thousands of crowns for these things even though I didn't do anything to get them, it just drops too many of them throughout the game.

i had in the old gen a mod i dont remember name but i had 10 slots in my weapons and armor
