Essentially it restores the PS3 quickstep distance. The PC original was halved due to the new framerate, nerfing one of Kiryu's most powerful tools against enemy blocking early game.

Fixes the slower quickstep speed, further closing the gap between the PS3 and PC quicksteps.

Restores Kiryu's quickstep to closer match that of the PS3 version. The PC port halved the distance due to the switch to 60 FPS, this carries over to locked 30 due to the fact that the game's logic still runs at 60 regardless.
