Rebirth console unlocker, commands like ToggleDebugCamera should work (if controller is also plugged in)
Unsure about INI files yet, also tried patching some utoc/pak signature checks but not sure if all are handled. -

beta2 now allows Engine.ini to be loaded from Documents folder (see included Engine.ini for path) -
beta1: console unlock (ToggleDebugCamera etc, controller req'd), pak/utoc sig patch
beta2: ini unlock, game should now load from engine.ini
beta3: made [ConsoleVariables] ini section take priority over other inis/code (use instead of [SystemSettings])
