Basically this cheat sets all S.P.E.C.I.A.L. to Max, Skills to Max, and gives you all the perks in the game.
----HOW TO USE--
1. Download the File
2. Extract
3. Name the File of your choosing, something easy.
4. Put into Fallout: New Vegas Folder. (Not the data folder just in the Fallout: New Vegas folder.)
5. In-Game open the Console Commands and Type: bat(your chosen file name) no parenthesis.
6. It might freeze, but just turn off console command
7. Enjoy your Ultimate Character
