just tested twice by exiting the game and changing Engine.ini, there IS a performance drop, in my case from about 64~ to 58~, maybe your first version didn't degrade performance, but this one does
I confirm. Poor performance after the new update (game pass). I'm at 50-60 fps max out with dlss and FG. If I remove these lines, I go back to 100-110 fps

It's how real time raytracing works and lumen is an approximation of that - the more light the less rays needed for a stable output, lumen dynamically accumulates more rays over time in darker areas to prevent noise or boiling at the cost of ghosting.
Best way to fix it is to not use DLSS or FSR and instead use TSR or XeSS as they manage to reduce the game's ghosting a bit
No ghosting here with FSR. Try removing these lines to see if you get less ghosting, perhaps combining auto exposure with DLSS tweaks does not work nicely. I do not have an Nvidia GPU to test with.
Can confirm it must have been the eye adaptation adjustments making framegen ghosting appear more noticeable. The gamepass update that broke DLSS is also partially at fault because even after using ini settings to re-enable DLSS and FG, the ghosting has been worse than before the patch. Hopefully things get better when they fix that up.
