Mod Overview
In the original Oblivion, load order was actually determined based on the last time an ESM/ESP was modified, not on the order listed in "Plugins.txt". The most recently modified file would load last.
This doesn't seem to be the case anymore for the remake as I have been told it does listen to the order of "Plugins.txt"
However, the new xEdit version for the Remake, 4.1.5n, still uses the old system of loading plugins based on modified date. So this bat is only really useful for xEdit.
Once the issue becomes fixed, I'll take down the mod page. I've gotten confirmation it will be fixed in the next xEdit update.
This is a simple bat file you can drop into "Oblivion Remastered\OblivionRemastered\Content\Dev\ObvData\Data" that, when ran, will mark your plugins as modified in the order of the "Plugins.txt" file in same directory.
The files aren't actually modified btw, they are just "poked" in order so their listed time updates. This a similar method to what mod managers for oblivion would use back in the day.

How to use the new xEdit for Oblivion Remastered
1. The download link is on reddit: xEdit 4.1.5n released : r/skyrimmods
(If you are having trouble joining the discord just google "xEdit Discord", there are plenty of valid links.)
2. Extract it to a folder and rename "xEdit.exe" to "TES4R.exe"
3. Run TES4R.exe
