I recently used Simple Oblivion Remastered plugin manager to edit my plugins.txt and it reordered the file in alphabetical order, which placed AltarDeluxe.esp at the top. When I loaded the game just outside the sewer entrance, I got spammed with quest notifications with [NL] at the beginning of the quest names. So, it looks like the game does load in the order that shows in plugins.txt.
@NeuroticPixels that doesn't fix this issue. If you load up the new xEdit, your plugins will organized by date, not the order in plugins.txt. My bat is useful only for xEdit and will probably not be needed in near future once xedit is updated.

I definitely agree. Although they have updated the Simple Manager to fix that issue.
@MadAborModding they were just advising me to use that tool instead of the one I mentioned to avoid the reordering of the plugins.txt file.
It's my my default plugins.txt but not in the game folder...
I have the deluxe edition btw
