fixed major bug in custom settings version which caused custom settings to not apply

Custom settings version now has upscaling options and custom commands. To use the upscaling options, set upscalingSettings at the top of the config to 1, otherwise your in game upscaling settings will be used.

enabling DFAO now sets GI quality to ultra by default (no more flickering). Added Post processing quality option to custom settings version.
