Windhelm snow tweak for Skyrim Special Edition

Description -
Changes the shader angle on meshes in Windhelm from 70+ to 30
Unfortunately this only a work around and as a result can disable snow on some roofs and walls.
Installation -
1. Place in Data folder like any other .esp, usually located in "C:\Program Files (x86)\Steam\steamapps\common\Skyrim Special Edition\"
2. Then enable in game under the mods option in the main menu or your mod loader of choice
3. Play!
